Overview

The purpose of the work is to effectively manage all aspects of CAC/PIV production for NOAA NCR and to manage daily population of the PACS system with CAC/PIV data and to set permissions in accordance with verified needs, and to do so in an expeditious manner so the least amount of time is required of the customer.

Background

The mission of the National Oceanic and Atmospheric Administration (NOAA) is to understand and predict changes in climate, weather, oceans, and coasts; to share knowledge and information with others; and to conserve and manage coastal and marine ecosystems and resources. To accomplish its mission, NOAA has established over 700 facility site locations supporting a variety of activities and operations conducted by NOAA personnel across the United States and its territories.

The Office of the Chief Administrative Officer (OCAO) has responsibility for NOAA's compliance with Homeland Security Presidential Directive (HSPD)-12 credential issuance of the Common Access Card (CAC) and Personal Identity Verification (PIV) and Interoperable (PIVI), and visitor badges and related administrative tasks and customer service to NOAA individuals. The individual in this role will have daily interaction with a variety of stakeholders, including government and contractor personnel, NOAA scientists, administrators, students, and military personnel (active duty, retired, and dependents).

Responsibilities

The work principally involves dealing with problems and relationships of a procedural nature in relation to NOAA's CAC/PIV Program/Process and registration and removal of credentials into the access control system, as necessary. The work consists of duties that involve related steps, processes, or methods for registering employee data into the PIV system and actual issuance of a PIV credential.

 

Major duties may include but are not limited to:

  1. Provide credential administration and support to Identity, Credential, and Access management ICAM operations.
  2. Enroll, issue, and activate numerous identification cards, including CAC/PIV and other credentials as needed to NOAA staff and Department of Defense (DOD) Active Duty personnel and dependents.
  3. Support the appointment managing activities in the DOD, GSA and NOAA scheduling tools and pull related reports for badging activities weekly, monthly and ad hoc as needed.
  4. Support the administrative activities, badging equipment and supplies inventory and communications for the office. 
  5. Monitor appointment bookings and adjust as necessary for efficiency.
  6. Collaborate with the Office of Human Capital Services, Office of Security and Office of Chief Information Officer to streamline onboarding information for new employees.
  7. Operate the (Real Time Automated Personnel Identification System (RAPIDS) workstation systems.
  8. Contact Federal employees and contractors to schedule card pick-ups and follow up actions needed.
  9. Collect cards for departed employees and contractors and complete termination actioins.
  10. Handle all applicant card status communications.
  11. Complete other duties as assigned.
  12. Respond to questions and inquiries received through telephone calls and emails.
  13. Be responsible for safeguarding all government equipment, information and property provided for use. At the close of each work period, government facilities, equipment, and materials shall be secured.

Qualifications

At least six years of relevant experience, including a minimum of three years in identification badge control and issuing government credentials.

 

  • Proven ability to provide excellent customer service.
  • Strong attention to detail with experience reviewing investigative documents for accuracy and completeness.
  • Ability to exercise discretion, tact, diplomacy, and professionalism in handling sensitive information.
  • Proficiency in Microsoft Excel 2007/2010 and/or Microsoft Access 2007/2010 for data management, analysis, coordination, and reporting.
  • Experience managing multiple tasks in a fast-paced environment.
  • Demonstrated ability to set priorities and meet deadlines.
  • Excellent verbal and written communication skills.
  • Ability to work both independently and collaboratively as part of a team.
  • Proficiency in Windows operating systems and Microsoft Office applications (Word, Excel, Access).
  • Experience using Google Suite.

Preferred Qualifications:

  • Knowledge of the HSPD-12 directive.
  • Experience using the GSA scheduling tool.

Education

Associate’s degree or equivalent experience.

Working Hours:

  • Work hours are Monday through Friday, 7:00 AM to 4:30 PM, including a 30-minute lunch break that must be taken between 11:00 AM and 1:00 PM.
  • Work hours exclude federal holidays and government facility closures due to emergencies or administrative directives.
  • Telework is not a possibility, contractors are required to be onsite and adhere to normal operating hours.
