Overview

The objective is to provide administrative support in the overall management and support of Client Security Services (CSSD), OSY at NOAA that encompass a footprint extending nationwide.

Background

The Office of Security (OSY) at the National Oceanic & Atmospheric Administration (NOAA), serves to mitigate the risk to personnel, facilities, property, information and assets through increased initiatives in various security fields via issuance of Department-wide security policies and the application of a multi-disciplined security program extending from the Headquarters to our operating units. OSY plans and implements these policies through developing procedures and delivering security services for the Office of the Secretary and other nationwide Departmental bureaus. Specifically, OSY establishes and enforces policies and procedures for conducting background investigations and granting security clearances; safeguarding classified and sensitive documents and information; protecting Department personnel, facilities and property; assessing threats and determining risks to Departmental assets; ensuring proper communications security; providing guidance to Departmental offices and operating units on security-related matters; and, ensuring compliance with security policies and procedures.

Responsibilities

  1. Articulate the OSY mission to customers and associates at service counters, greet senior executive staff, receive visitors, and provide accurate and timely information to both customers and staff.
  2. Manage a multi-line phone system, including answering incoming calls, transferring calls to the appropriate personnel, and recording clear and concise messages (up to 100 per day).
  3. Perform tasks such as taking photographs for visa/passport and government-issued badges, programming access cards, producing finished badges, and processing fingerprint requests for up to 100 customers per day.
  4. Enter data into computer databases related to building access, verification of biographical and security information, and tracking physical property assets (e.g., badges, keys, etc.).
  5. Maintain the Office Manager’s calendar, schedule meetings, and attend senior-level meetings to take notes and transcribe accurate meeting minutes.
  6. Proofread, copy, package, and complete memorandums, correspondence, and other documents; organize and distribute materials as directed.
  7. Run and review routine reports as instructed.
  8. Develop and maintain a filing system, including entering records into databases using Microsoft-based software for processing invoices and other documentation.
  9. Operate office machinery to prepare, compile, and distribute information for bureau staff and customers.
  10. Assist with supervised property inventories of office equipment by identifying and recording physical property assets.
  11. Demonstrate excellent customer service skills both in person and by phone, and work collaboratively with team members to balance the needs of various clients.
  12. Develop and manage processes through the documentation of Standard Operating Procedures.
  13. Advise program and senior managers on administrative and procedural decisions.
  14. Develop, deliver, and communicate both oral and written reports effectively.
  15. Perform word processing and data entry tasks as needed.
  16. Demonstrate proficiency with the Microsoft Office Suite, including heavy use of Outlook, Word, Excel, and PowerPoint.
  17. Photocopy and perform other general office duties as assigned.

Qualifications

1 to 4 years of relevant experience in a federal environment.

  • Experience in a fast-paced customer service environment – Demonstrated ability to manage high-pressure situations while delivering excellent service.
  • Favorable adjudication of a Tier 2S background investigation – Candidates must have already undergone and successfully passed the Tier 2S background check.

This position requires full-time, on-site presence during regular business hours, Monday through Friday. Remote work or flexible work arrangements are not available for this role. 

Education

Qualifications commensurate with a HS diploma (or equivalent).
