This person will provide budget and financial management support to the ITS leadership team, the ITS Budget Officer, and project leaders/program managers for ITS projects. This support includes financial tracking, financial analysis of ITS funds and assistance with inventory management.
The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations. Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.
As directed by the project leader/program manager, this individual will provide updates on the respective project’s financial status to the project leader/program manager and the executive leadership team. This individual shall use the established internal tools for project planning and financial tracking to monitor project financial status, report status, and make adjustments to project financial plans as directed by the project leader/program manager. This person shall escalate issues to the project leader/program manager, or the ITS Budget Officer as needed. Support the budget and IT investment management processes.
Financial Tracking
This individual track project financial plans for labor and other object spending, ensuring that project staff accurately charge project/task codes, charge other objects to the appropriate project/task code and other object ID (OOID), and assist CORs with ensuring proper project charging for contract actions, not-to-exceed (NTE) one (1) error every two (2) weeks.
Financial Planning
At the direction of the project leader/program manager, this individual shall enter data, such as labor planning and other object planning, into ITS financial tracking tools and logs, NTE one (1) day overdue.
Financial Reports
At the direction of the project leader/program manager, this individual shall provide a financial status report to the project leader/program manager, NTE one (1) business day overdue.
Bi-weekly Labor Reporting
At the direction of the ITS Budget Officer, this individual shall work with ITS technical point of contact on processing the bi-weekly labor report. This includes extracting data for the DOC time & attendance system and uploading that information into the ITS financial tracking tool. This person shall also request labor data from the DOC financial system for upload into the ITS financial tracking tool, not-to-exceed (NTE) one (1) error every two (2) weeks.
Financial Analysis
As directed by the ITS Leadership Team, this person shall provide any requested financial analysis on ITS funds/project as needed. This individual will use established internal tools used for project planning and financial tracking to perform the requested financial analysis. The contractor shall escalate issues/problems/questions related to the analysis to the ITS Executive Officer or ITS Budget Officer as needed
Financial Analysis
This individual shall prepare regular and special budget reports and analyze monthly department budgeting and accounting reports to maintain expenditure controls at the direction of the ITS Leadership Team, ITS Executive Officer, ITS Budget Officer or any project leader/program manager as requested, not-to-exceed (NTE) one (1) day overdue.
Execution Analysis
This person shall prepare regular budget execution reports to adjust expenditures to comply with government financial standards and accounting principles.
Inventory Management
As directed by the ITS Executive Office or the ITS Administrative & Budget Officer, this person shall assist with management of ITS and Other Agency (OA) inventory assets. This includes, but is not limited to, entering and maintaining asset information in centralized and decentralized databases, providing quality assurance to previously entered assets, ensuring all appropriate assets are tagged and recorded in the proper database, and working with others within ITS, NTIA, and DOC with regard to property matters as required.
Inventory Management
This individual shall track all appropriate physical assets at the direction of the project leader/program manager, with all changes NTE one (1) business day overdue.
Inventory Quality Assurance
This person shall complete all asset tracking tasks with NTE one (1) inaccurate entry per task.
Approximately 8 years of related experience. Equivalent is defined as a combination of a post-graduate degree and experience for qualifications for this labor category.
BS/BA degree in business, management or related field (or equivalent)
Compensation:
The salary range for this position is $80,000 to $100,000 annually. Final compensation will be determined based on factors such as relevant experience, qualifications, and geographic location.
