Overview

Provide installation, integration, testing, and support to the Counter-Rocket, Artillery, and Mortar (C-RAM) System of Systems (SoS) and/or perform in theater Counter Unmanned Aerial System (C-UAS) data collection and analysis, execute modifications, and collect and analyze system and sub-system data required to update the capability of C-UAS systems to integrate with other network and Command and Control Systems in support of Operation Inherent Resolve (OIR), other current or future United States Armed Forces deployments, and/or CONUS training events and exercises.

 

 

Background

OCONUS personnel are primarily based out of the Regional Support Center (RSC), though some personnel may be permanently based at an outlying forward operating base (FOB) to meet operational needs.

Responsibilities

Deployment Operations:

  • Complete repairs in accordance with existing system documentation, commercial and technical manuals, and in coordination with unit representatives for access to C-RAM system equipment.
  • Assist equipment operators in maintaining operational effectiveness, including mission building, data restoration and back-up, map data access, informal training (mobile training teams), and required operating system procedures.
  • Conduct periodic visits to outlying Forward Operating Bases (FOBs) and perform on-site hardware and software troubleshooting and any necessary emergency and routine repairs at specified FOBs as requested by the Government.
  • Assist with sending faulty hardware to the appropriate repair facility.
  • Complete Mission Work Orders (MWO), documenting all repairs, maintenance, and training action taken at a field site, training location, FOB, RSC, or SSC.
  • Enter MWO information into the Government-provided Catalog Ordering Logistics Tracking System (COLTS) within one hour of receipt of an MWO. This information will include requests and/or completion of the maintenance task, associated repair action, and failures attributed to training proficiency resulting in over-the-shoulder training by the FE.
  • Ensure sustained battle-ready operations and perform independently with minimal technical oversight while maximizing system operation and performance.
  • Provide Help Desk support, demonstrating problem solving and communication skills.
  • Support 24x7 operations of C-RAM SoS capability at OCONUS FOB Base Defense Operations Centers (BDOCs) as tasked.
  • Provide operator/maintainer/system administrator functions as tasked for the following systems: C-RAM C2/FAAD C2; AMDWS; C-RAM Network (C-NET); RAM C2, alerting devices, and wireless communications links.
  • Conduct other tasks as directed by the OCONUS Regional Manager based upon FE expertise with regards to C-RAM hardware and software systems (e.g., installation support actions, RAM Warn sub-system support).

 

Predeployment and Reserves:

  • Attend the Weekly CONUS Reserve (CR) Call and other virtual meetings as directed.
  • Maintain pre-deployment Physical and CENTCOM deployment standards to maintain a state of deployment readiness.
  • Complete documentation, trainings, and other tasks as directed.
  • Travel to support periodic CONUS Special Training Events (STEs) or other Events and/or Training at various locations for days or weeks at a time, as directed.
  • Maintain COLTS access by logging in to the system at least once every 30 days.
  • Must be ready, able, and willing to deploy with short notice to assigned OCONUS location(s) without delay.

Performance Requirements

 

Personnel shall by tasked to perform one or more of the following tasks:

  • Assist in Site Surveys conducted to collect data for system design. Evaluate the FOB where installation is to occur and provide recommendations on equipment complement, spacing, and placement. Document all pertinent information required and provide within 72 hours of completing the survey.
  • Install, integrate, test, reconfigure and de-install systems as required.
  • Support execution of system acceptance / regression testing, conducted in accordance with the supplied Acceptance Test Plan and Procedure. Provide documentation of test results by utilizing provided Systems Integration Check-out procedure and provide test results within 5 calendar days of test completion.
  • Provide technical support to C-RAM bases as directed.
  • Support maintenance of the system architecture model by collecting data on the as-installed C-RAM SoS architecture and providing this data to the Regional Manager. Documentation shall be collected using provided procedures and forms.
  • Periodically visit bases and assist Government units by providing hardware/software functionality expertise and data capture required for C-RAM SoS troubleshooting.
  • Support help desk operations by providing telephonic advice to C-RAM bases and be available for immediate deployment to a base for on-site troubleshooting and consultation.
  • Coordinate all C-RAM SoS or C-RAM system changes with the Regional Manager prior to executing changes. Failure to coordinate changes may be grounds for dismissal from the Program.
  • Possess the competency to repair and maintain at least one following C-RAM systems:
    • RAM Warn system
    • C-RAM C2
    • C-RAM Network
    • AMDWS
    • Engagement Operations/Force Operations systems
    • Uninterruptible Power Supply and Power Conditioner Transit Cases
    • Wireless communications systems

Qualifications

Required Experience

  • Minimum four years in Mass Notification System (MNS), Electronic Security Systems (ESS), fire alarm systems, information technology, or telecommunications.
  • Technically proficient in the understanding of WAN and LAN architecture, theory, and design, along with troubleshooting all aspects of a network, to include but not limited to network hardware and software configurations and degradations. Experience with Cisco devices is desired but not required.
  • Experience with configuring and troubleshooting Cisco switches, routers, and firewalls (including VLAN, IPS, and VPN).
  • Understanding of network services/protocols (DNS, DHCP, IPSec, SSH, IPv4, Subnetting, Supernetting, etc.) and Cisco network devices is essential.
  • Capable, by expertise level of experience, to ensure sustained battle-ready operations and to perform independently with minimum technical oversight will maximizing system operation and performance specific to their discipline of C-RAM Network (C-NET) systems.

 

Desired Experience

  • Field experience equivalent to conditions of the OCONUS (Afghanistan, Iraq, or similar) environment or deployment experience as a member of the armed forces or contractor.
  • Experience operating and maintaining DoD battle command hardware and software operating within an operational network.
  • Experience within military operations center (regardless of Service branch).
  • Operations and maintenance experience with C-RAM, C2, FAADC2, AMDWS, WARN 2.0, C-NET, LCMR, or other communication networks.
  • Training in Army Battle Command Systems (ABCS).
  • Graduate of U.S. Army (or other Service equivalent) Battle Staff Course, Advanced NCO Education System, Officers’ Basic Course and/or Officers’ Advanced Course.
  • Proficiency in installation and maintenance of fiber-optic cabling and equipment is desired. This shall include but not be limited to, install, terminate, splice, and properly test and troubleshoot installed fiber cable to existing standards.
  • CompTIA Network+, CCNA, or equivalent.

 

Additional Requirements:

  • Must have a valid passport that does not expire within twenty-four (24) months.
  • Individuals with a Reserve/National Guard obligation shall be in the Independent Ready Reserve or have verifiable documentation that the individual is authorized to forego their drill requirements for the duration of their assignment with the C-RAM Program
  • Military veterans are required to present a certified Copy 4 of the most current DD Form 214 as evidence of an Honorable Discharge.
