Overview

Lead and ensure a qualified, stable workforce of over 50 full-time remote personnel providing research and analysis support services for antidumping/countervailing duty (AD/CVD) operations and policy offices of a Federal Agency in Washington, DC under a staff augmentation (professional services) task order contract.

Responsibilities

  • Perform as Key Personnel (KP) in the role of primary point of contact and liaison with the Government Task Manager, COR, and AES Program Manager, ensuring a qualified, stable workforce of over 50 full-time remote Research/Analyst personnel supporting AD/CVD Operations and Policy offices of a Federal Agency.
  • Lead a talented team in supporting the client’s mission by providing administrative oversight and coordination; monitor task order services, work products, and deliverables, ensuring timely delivery and first-time acceptance by client program offices.
  • Maintain a thorough understanding of the team’s responsibilities and the task order contract; foster a sense of inclusion and belonging among the remote workforce.
  • Manage the task order contract comprehensively, following the guidance and direction from AES Program Manager and the client task order Contracting Officer’s Representative (COR).
  • Establish trusted relationships and manage the expectations of the task order COR, client program offices, and AES Program Manager.
  • Prepare and update detailed, tailored position requisitions to assist talent acquisition staff in sourcing and recruiting candidates.
  • Review candidate resumes, conduct interviews, and recommend individuals for client consideration.
  • For client-approved candidates, perform necessary administrative actions to facilitate prompt onboarding, including task orientation and coordination with AES Headquarters staff and the COR.
  • Oversee the successful completion of tasks assigned by client program offices, ensuring work meets quality and timeliness standards.
  • Compile, review, prepare, and submit reports to the client and AES leadership, including Weekly Status Reports, Monthly Status Reports, and any other required reports.
  • Ensure the accuracy and timely submission of AES Weekly Labor Reports; promptly resolve any discrepancies in recorded hours versus client expectations and recommend preventive measures.
  • Manage performance to meet quality and timeliness standards.
  • Ensure adherence to program quality assurance and quality control methodologies, as well as contractual obligations.
  • Grow the task order contract while maintaining high performance evaluations and strong client relationships.
  • Prepare analyses and recommendations for scheduled and ad hoc task order contract reviews with clients and program/company management.
  • Coordinate the issuance and return of Government Furnished Equipment, Information, and Property.
  • Provide proposal technical content and analysis for recompetes and new task order work, as requested.
  • May manage additional smaller staff augmentation task order contracts under the same umbrella contract, as requested.

Qualifications

Successful applicants for this staff augmentation/professional services management position will have: (1) a proven record of effective people leadership; (2) a strong sense of urgency in addressing client and management inquiries; (3) excellent written and verbal communication skills; (4) a process-oriented mindset with strong organizational abilities; (5) exceptional attention to detail in all tasks; (6) a proactive and driven approach, coupled with a deep understanding of the team’s responsibilities and the task order contract; and (7) a desire to advance within a growing professional services company focused on Federal clients.

  • Approximately 7 years of experience in project or task order contract leadership, preferably supporting Federal clients, with direct responsibility for technical quality, schedule, and administrative performance.
  • Experience in creating detailed reports for task order tracking and executive briefings.
  • Experience leading a fully remote workforce.

  • Bachelor’s degree in a relevant field required, preferably with a focus on research or analytics.
  • Master’s degree in a related discipline preferred.

 

Certification(s)

Project Management Professional (PMP) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management. 

 

  • Background Investigation/Clearance: Must be able to obtain a favorably adjudicated investigation to perform in a position of Public Trust.
  • Travel: Frequent visits (e.g., weekly) to local client site(s) in Washington, D.C. may be required. 
  • Location: Arlington Office – at Ballston Metro Station, Arlington, VA
  • Hybrid Schedule – telework authorized on Tuesday and Friday, unless work requires otherwise.
