Overview

This position will provide contract support to assist with a myriad of duties as Operation Watch Officers in support of the Commerce Information and Operations Center (CIOC);

Responsibilities

  1. Monitors operations as part of a two-person watch team on 24/7 basis on 12-hour rotational shift work (hours are from 7:00 PM to 7:00 AM).
  2. Maintains situational awareness across all hazards including natural disasters and national security events, as well as manmade and technological events.
  3. Collects, compiles, and analyzes message traffic to alert appropriate leadership and organizations to significant events that could impact the Commerce Mission, Personnel, and or Infrastructure. 
  4. Produces operational, alert and notification, situational awareness reports, Senior Leadership Briefs, and intelligence products, which includes use of mapping and GIS tools to assess potential impacts. This also includes development and dissemination of alert and notification messages through the Commerce Emergency Notification System, Everbridge, to rapidly notify personnel of significant events based on Standard Operation Procedures. 
  5. Develop written products/oral briefings of findings to government leads.
  6. Presents informational findings and briefs Watch Officers and Department Leadership as directed.
  7. Develops reports and templates for Federal Watch Officers for distribution to Senior Leadership, for Commerce Bureaus, and to support Incident Management and Continuity of Operations.
  8. Assists in the preparation, analysis, development, review, and implementation of Operation Center policies, procedures, and standard operating procedures.
  9. Provides support, including monitoring and testing of voice, audio, and data communications capability at the unclassified, Secret, and Top Secret/Sensitive Compartmented Information (TS/SCO) level as directed.
  10. Attend Interagency working groups as required. 

Qualifications

Must Have:

  1. Requires 2 years of job description related experience, including working at a Federal, State or Local Operations Center (watch floor and/or operations center preferred)
  2. Candidates must have an active Top-Secret Clearance with SCI crossover eligibility based on an in-scope Single Scope Background Investigation, have been debriefed from SCI no more than 24 months ago.
  3. Excellent written and oral language skills

 

Nice to Have:

  1. Experience in all hazard's operations and incident management, including natural disasters and national security events, as well as manmade and technological events.
  2. Experience with providing communication support to senior leadership and Departmental units at unclassified and classified levels.
  3. Prior experience as a Watch Officer at the Federal, State or Local Level.
  4. Experience with national security policy, Continuity of Operations, or Continuity of Government Programs.
  5. Experience with creating uniform site-wide communications.

 

Candidates must have an active Top-Secret Clearance with SCI crossover eligibility based on an in-scope Single Scope Background Investigation at the start of contract performance for Continuity, Program, and Operations. Successful candidates:

  • Have been debriefed from SCI no more than 24 months ago.
  • Have an in-scope Background Investigation
  • SCI crossover is facilitated with a copy of the SCI debriefing, Form 4414
