Overview

The purpose of this task order is to obtain professional support services for the National Oceanic and Atmospheric Headquarters Security Program to ensure employees, visitors, and associates along with the subset of clearance holders throughout the Department, are properly investigated and processed in compliance with appropriate laws, executive orders and the related policies, procedures, and standards that govern the granting of eligibility for access to classified National Security Information (NSI); and, processing security and suitability investigations and related adjudication. This resource will interact with NOAA Human Capital Service specialists for the investigation requirements of onboarding employees. Positions will also support customer service calls and follow-up with clients on the submission of personnel security investigations in eQIP. Further, this resource will help in providing metrics to plan, implement, monitor, and assess the effectiveness of the personnel security program more efficiently and ensure information is captured in OIS Security Manager and other related systems.

Background

The Office of Intelligence and Security (OIS) serves to mitigate the risk to personnel, facilities, property, information, and assets through increased initiatives in various security fields via issuance of Department-wide security policies and the application of multi-disciplined security programs extending from the Headquarters to our operating units. OIS plans and implements these policies through developing procedures and delivering security services for the Office of the Secretary and other nationwide Department bureaus. Specifically, OIS establishes and enforces policies and procedures for conducting background investigations and granting security clearances; safeguarding classified and sensitive documents and information; protecting Department personnel, facilities and property; assessing threats and determining risks to Departmental assets; ensuring proper communications security; providing guidance to Departmental offices and operating units on security-related matters; and, ensuring compliance with security policies and procedures. 

Responsibilities

The individual will:

  • Maintain customer contacts to ensure conformity to all contractual security obligations.
  • Will regularly exercise independent judgment, as well as a high-level of analytical skill in solving complex technical, administrative and managerial problems.
  • Ensure data is properly entered in the OSY Security Manager Data System to include maintaining contractor separations of duty, clean up and correction of records.
  • Print and review audit trail reports to monitor for fraud or abuse.
  • Implement routine business process audits including but not limited to, quarterly audit of active contractors or other Department populations.
  • Plan, organize and prioritize work in a high-volume, fast-paced security environment. This includes the ability to maintain poise, tact and self-control while under pressure, and the ability to follow through on tasks.
  • Demonstrate strong customer service skills both in person and by telephone, and work effectively as a team member, and balance the interests of a variety of clients.
  • Exercise above-average judgment, resourcefulness, and diplomacy in dealing with Government officials, contractors and associates, visitors, and the general public.
  • Protect privacy information and ensure policy and procedure compliance.
  • Advise program managers and senior managers on administrative/procedural decisions and judgments.
  • Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of line program operations in meeting established goals and objectives.
  • Develop, provide and transmit effective communications, both oral and in writing.
  • Prepare a variety of reports for bureau and OSY management.
  • Execute word processing and data entry.
  • Microsoft Office Suite to include heavy use of Outlook, Word, Excel, and PowerPoint.
  • Review and edit office documents.
  • Establishing and maintaining records and files which include performing appropriate reductions in accordance with general records schedules.
  • Photocopying and performing other general office duties, as assigned.
  • Develop and manage processes through documentation in Standard Operating Procedures.
  • Perform assessments of PIV card issuance facilities as directed

Qualifications

  • Approximately 4 years of related experience, 1 of which must be in a supervisory role
  • Experience with the following: PIPS/CVS/e-QIPs
  • PIV/CAC credentialing experience
  • Proven ability to plan, organize and prioritize work in a high-volume, fast-paced security environment
  • Develop, provide and transmit effective communications, both oral and in writing.
  • Candidates must have experience with fingerprinting and/or badging
